Fixed the postboxes, and added one last thing to the change list I forgot about

Nations can now claim 10 world blocks each day (per server restart really, so every 12 hours) instead of 5. This will decrease when Age III begins, but we feel that nations are expanding too slowly at the moment (would take almost a year for the entire world to be claimed)
