I declare that The Midlands be changed into a modified democracy! I will stay as semi-permanent ruler of The Midlands with the highest authority, but the people will vote on all internal affairs and decisions.

Additionally, as stated in Gnught's will, I am promoting Spencer to High Tzar of The Midlands.
