The whole idea is that when you are in your town and being completly peaceful no pvp can take place nor can any stealing
as soon as war is declared pvp is enabled in your territory as well as chest opening. In the wild between towns pvp is also enabled so bandits can still make a living. but to be able to attack a town you have to have a town and be able to be attacked.
