Remove Mining Fatigue when hitting protected town blocks.

This effect when hitting a block in a town should be removed , in near future when PVP in towns will be more active I can see this being a problem. A typical scenario to expect is a attacker being stuck in a small house and getting this effect. This will render the attackers hit speed and cause him to automatically lose to the defender. Please remove this and make it so that if you break a block it will give you this effect , and have that block replace.
