Perhaps we could make some sort of plugin that allows nations to expand based on how powerful that nation is. Maybe for every kill your citizen gets in battle allows your nation another world block to expand, every time your citizen is killed in battle you lose a world block of land.

Right idea only problem is that you and all of the best pvpers are in the same nation

True, but this only stimulates war and battles even more. You will be surprised if you guys go and form alliances, discuss battle plans, fortify defenses and plan attacks with others on the server you will give us a good fight. Believe me, you guys scared the crap out of us when you showed up in our back yard during The_Grand war, good times.
