I think this is very fair and good to keep order. One question, if people work for the government, or work in general, do they get paid anything? What's the point of work if you're not going to be able to support yourself at the end of the day? And suggestion, we should use rooftop space as gardens in the city so everyone can have bread when they need it, and also for the effect. If someone walks into a city with a 5 tier wall and grid system for homes and shops, they'll think "cool, big city, but I bet there isn't much greenery or anywhere to get easy food though." If they walk into a city exactly the same as the last but with hanging gardens and other things that beautify it, they'll think "they must have put alot of work into this. I wish I could live here, maybe I'll ask and see if I can."
