Shop protection in houses seems illegitimate. Shops should be only for the purpose of selling items and should be located in a public place. If any random person can't access your shop then it is cheating/illegitimate protection in my opinion. I think that the people using shops to protect their items (for example, putting items other than those you are selling into a protected chest, or hiding a shop in the basement of your house) are exploiting shop protection and should be temp-banned.
If I might make a suggestion as to fixing the problem I recommend that a "shop-keeper's fee" be initiated with a charge of 1 or .5 (is that possible) gold to create a shop. That way it is not beneficial to make a shop to protect every single thing in your possession.
