I can suggest some things.

1: Make a metrostation there. so its easier to acces
2: Limit shopping malls and shops to Mavenholme itself so people have to go there to stock and trade.
3: Have some events in the pvp area.
4: Make a diplomatical building in there so contracts,alliances and others things can be forged and broken there.
5: Sell a few plots!
