These covert operations happen in real life around the world. What people don't realize that simply killing the enemy in real life would solve issues, and there is no need for invasion and so one. This was a specially laid out plan from when we first got intelligence onto the topic, to plant DJFuzz in there, let him grow, and then destroy the city from the inside. This was in no way a sporadic event, it was instead a carefully laid out operation, that worked faster and better than planned.
