(1) You have no elections for the leader of your people, and to be frank you are not even FOR the people. You would bar them up in your quiant town commanding and dictating every block they place weather it be cobblestone, planks, or even precious water! (As you posted in your requirements)
(2) Why you? My good sir Android, you represent an oppressive regime and you stand in the way of a peaceful and free society. So as long as the Nation of Droidopolis lives, the people are unfree to place their homes and blocks where they disire. In essence Android this is not against you, its against what you stand for. Really, it's nothing personal, its just good business.
