You do know any rails connected to the "International Railway", Do not belong to anyone, but are all part of the Subway. The International Subway. I dug the whole Nosaka, now Midgar, Railway and used all the resources i had, iron and gold, to make the tracks. But it is not my railway.
Its ok to call it whatever town it leads to, ie. Midgar railway, but it's not yours
You don't see cornerstone calling the whole thing the Cornerstone railway, because they did dig it all, (Thanks Pwol, Lewis, Robert, and those that helped )

This has gotten rather off-topic however I think jyan does have a valid point for a few reasons. Namely the rail in question is exclusively used to travel to his town (as opposed to tge corner-midgar lines) its more like the mapleridge subway than the main international subway. Jyan would be the one to repair any grief along the line and thus if jyan feels that the griefer did no harm jyan's word should carry more weight towards an unban then someone else's despite the communal ownership of the subway lines.
