((So essentialy its the exact same, lava being the nation leader, all the mayors below them, and then above lava being the alliance officials, or are you saying there would be a nation created that is just solely "The Southern Alliance" and of which all of the towns within The Vermilion Dominion would be part of the new alliance nation?

((No longer Vermillion Dominion, just towns under the Southern Alliance, which may or may not gain nation status to serve as an ally or state of the Southern Alliance.

and no, it shouldn't be formed as a nation until the Southern Alliance has the institutions (or its own nation) to maintain control over the towns in the form of a nation.
