I don't want to have tons of people in my town that i have no real connection to. If were taking an rp standpoint on this recruiting members because you feel they are valuable to the "team" is a much more viable approach than " omg new player.... TO THE INN!" and just recruiting people for the block protection. Forcing people to have 5 people per town and to have 3 towns seems intrusive on a "city states" sovereignty. Perhaps we could have township granted on an admins approval?

We found ourselves hating Nomad towns from 2.0 so we got rid of them.
If you want to make a small village without any protection whatsoever, a village that might even be in the lands claimed by a nation trying to expand its territory, by all means. Your settlement won't be a town in any way, however, not even by definition.
