Hmm, what you think about make one 'Royal guard' which is ruled by the leader of the Nation (Android) and one general (which will be selected).
This Royal guard will split up in units and one city gets one unit. Each city will also get one commander which is the leader of a unit.
The general can also make one castle in the center of the nation, but close to the capital. If there's danger in one of the cities the citizens can go to the castle for safety. Each town can also have an own militia (which means a bunch of citizens which want to fight for their own freedom and doesn't get paid.), then this militia can be usefull when there are too less guards.

Good ideas. My only problem was that the mayors of the other towns wouldn't be able to defend themselves and feel any freedom. I suppose the creation of the militias may help that cause.

I'm still for that every settlement has it's own guard with an own leader, but those leader have to listen to a leader for in wars.

That's kinda what I said  Btw there can also be a leader of the nation, ministers and a general. But that's just a proposal. Minister of defence will plan which city they need to attack (so look forward to the future) while the general plans HOW to do it.

Proposal: A cabinet RUNS the entire nation. Come up with the over all rules that all cities have to follow. In that cabinet would be the members I listed in my Policy update. Anything pressing in the matter they specialize in, they would take control over and fix. I will indeed be in the cabinet but as an overlooking member who can indeed veto their laws. Also I was thinking we have a council of one representative from each city. This would eliminate the need of the Minister of The People and would include all of the cities. This council will name any problems they have, any items they request, etc etc and the Cabinet will listen.
I kind of like this idea a lot, and also believe it is moving to a much more democratic stance. I would keep all members of the cabinet in check as well.
