Also, on a more serious note, I'm looking to create large subterranean paths connecting the main spawns and any significant locations like the Inn, etc.
I'm talking a 5-wide, 3+ tall tunnel with rails. Now I just need some RP as an excuse.

Make a clan of builders dedicated to the trade of offering easier transportation routes - maybe you could call it the pathconstructers, or the tunneldiggers, or hell idk maybe the roadbuilders?
Plunge was a town built as a giant hole decending to bedrock. One would jump from the bridge stretching overtop into the fountain below to reach the bottom (hence the name 'plunge'), and float up a pillar of water falling from the bridge's central structure to get in and out respectively. Houses or enclaves were built into the sides of the hole on multiple levels to maximize space usage and offer a comfortable feel. I lived there only for a short while, but the town was very trust-based as there were no VIP plots (considering it was a vertical town).
Unfortunately, do to reasons currently forgotten by myself (I knew once though, maybe ask geckosquid) the main group of town members moved on to Zaun before ragequit griefing and being banned. This left the town abandoned for several weeks as geckosquid passed on mayorship to a rather inactive player of a (once again) forgotten name. Eventually, the town fell due to lack of taxes paid and everybody who ever knew Plunge cried a silent tear.
I miss this town, the only one that would accept me after being branded a spy falsely by fashionmonkey and being kicked out of Midgar. It is a shame the main town members couldn't put up with this server anymore as I was just getting to know them :/
More recently, TehCthulu attempted to create a town know as The Pit - a similar themed, yet desert-oriented hole in the ground. Unfortunately, the town application could not gather enough members as at this point in 2.0 most players were set in their comfy towns.

NOTICE: I'd like to state that the reason that Cerantia mainly fell was not because of the Grand war (which it had almost no part in), but the Novan war. My apologies; they both contained mainly the same people, only in the Novan war, Android stubbornly decided to stay Neutral (kind of like how Cerantia stubbornly decided to stay Neutral until the very end of The Grand War).
And the reason Plunge was such a blow to the Empire was not because the people left; it was because of the failure of the senatorial system there. The Senator that was appointed became inactive the very next day, and thus set a precedence for failure on a global scale for the representative government that Cerce wished to establish, meaning that the Empire was basically confined to Cerantiace until an entirely new society was built from the ground up. He was aiming for a mix between the Helventhar Republic and the Cornerstone Empire; what he got was a convoluted alliance of city-states, with representatives with no real representation, and an Emperor with limited powers. Thus, the Empire fell from within, shortly after the Novan war 'ended'.
On a roleplay sidenote: It is thought by most Cerantian historians that if Helvanthar and Tullius had entered the war when Cerantia did, the Novan War would have ended in two days. It is also generally believed that the mutual defence pact between Cerantia and Helvanthar ended because Helvanthar did not come to Cerantiace's defence when the Cerantian Power was destroyed.

When almost all of the members of Plunge (which I was the mayor of) moved on to create a town called Zaun, I had no choice but to follow them. I passed on leadership to Hoiafar's friend Zombiemimic, also known as coilicdamage on the forums, who became immediately inactive. Why did they leave Plunge? For a while, I leaded a group of assassins called X (Crap. I need to do something with that and Cerce before the beta ends!) which operated out of Plunge. Our main target was Cerce, and the town provided the perfect way to stalk him. It's worth noting that this was all in good-natured RP. The others, though, felt that they wanted to expand X's reach, which could only be done if we left the nation. Being the leader, I had to go with them to keep X intact.
Thus, Zaun was formed. Two days later, every last one of X's members (except for me and one other) left the server.

And so, what with the militaric problems that occurred before the Plunge Effect, as I like to call it, Cerantia fell. People left Plunge, which contained 1/3rd of the population - at least. This created a massive loss in materials as well (it should be noted that all diamonds used in the last stages of the Novan War came from the Plunge excavation team - thanks for that by the way), and, as I stated before, destroyed any hope that the representative Senate system could work in conjunction with the Emperor.
From a roleplay standpoint... people simply gave up hope. OoCly; people just got bored and didn't want to go through another major overhaul. 2.0 was 'old news' at this point, and Cerantia had 'existed' since the beginning, with no real progress. So people left to what they thought would be profitable (with notable exception Kbrown, who has been instrumental to the continuation of Cerantiace. He created the Senate building, re-designed much of the interior of the castle, served as co-mayor and Senator of Cerantiace, established the third hidden base in the Novan war, single handedly killed NLewis where I had failed, and was a kind, good friend - and for that he has my utmost thanks. Seth came in a little later and established a fort just outside Cerantiace, as well as an intricate and adequately hidden tunnel system under the castle, which helped 'tide over' some interest in Cerantia after the Plunge Effect).
The Great Kiwike War, the return of Nomanic Carver, the expansive Castle-town of Impassil, the Paladins of the Light, the Coming of the Other, and many, many, many more roleplays that have been written out, planned, and even built, are no more. Its a shame I can't use them in Revamped.

Cerce, ever heard of line breakage? As much as I love reading your walls of text, it's a pain to keep track of where you are reading.
On another note, you can use the things you planned. You just have to make sure they have no connection to the things that happened in 2.0.
Which means that you have to act out everything up to the point where these things can be used.
I wish I was an insane space wizard.
