People left for a number of reasons, and return for a number of reasons. Some ragequit, others get banned, a few got bored or had real life to deal with, and I (as well as quite the number of my friends and fellow roleplayers) simply got angry at the mislabeling of the server as RP, as well as the general inexperience of a lot of the players and acting administration members when it came to acting out roleplay (or at least respecting it). We simply moved on to something better suited to our wants; it's not that the server was (or is) bad, it just simply isn't what we were looking for.
As for who's left in the server, I honestly think they can pull together and make something great. This is a far cry from the 2.0 update, where not a lot of public opinion was used in the finer decisions, only the major ones. So long as they don't just look for input on just 'what the server should be', Kiwike can very well rise from the ashes once more.
As to your first question, just know that the map has been re-set as well as expanded in the past, and roleplay instances have been 'forced clean' before too, so really even at the very start of the server it's futile to think that your creations will last more than a few months, or even a year or two.
