Chat changes

I've done some changes to the chat.

The global channel has had it name changed to OOC. This means "Out of Character", therefore only out of character talk goes in this channel.
This has also been added to the server rules. From now on you can be kicked for talking about local/ in character stuff in the OOC channel.

When joining the server the default channel is no longer ooc, it's now the local chat.

In game events (tournaments, games) can be discussed in OOC.

We aren't very strict about it, but stuff like "hey man follow me", "no this way", "hey, look at my house" should be in local.
