Final decision is for Tullius which had a score of 2560 which was substantially higher than all the others. I will be beginning constructions shortly. This thread can probably be locked to prevent spam / disagreements. I will be making an RP thread to advertise The Diamond at Tullius once construction is complete.

I find it disappointing that you base these things off of numerical values, rather than ingame scenarios, which can include negotiations and other deals.
