Leasing? Does this mean you can basically rent out plots to people who are not in a town? Or am I mistaken. This would be a great benefit for those wanting to make a market town.

This is an RP server, meaning that everything should be as life-like as possible. People usually do not cover their chests with stone in the hopes that some kind of magic will hinder people from ever moving that stone.
No, they use locks.

As long as there are different levels of locks I'm ok. Locks that are harder and easier to get into, and one that is enchanted and is impossible to get into.

Are you actually adding lockpicks? And if yes, then how will they be implemented. Also, I agree on the fact that placing a block on a chest is stupid but lock picks are as well. How about just locked chests?
