Actually I don't mind peoples signatures that are like droids but when they are big like squigleys it's annoying to scroll down the page.

Right, here is why they should be regulated.

1. Overly large signatures are easily noticed and take too much focus away from the actual content of the thread.
2. Signatures that are so large they add a scroll bar tend to bug at times. Making the browser focus on that instead of the actual page, making the page unscrolllable.
3. They are annoying to look at.
4. There is rarely a signature you have never seen before, therefore, overly large signatures are just an annoyance since you've already read what is in it and you don't care what is said in it there after.

- Change the signature height.
