I tried it myself, and I was also sure the region is adjacent to another town region, and that it does not overlap, it gave me the same error. If it overlaps, it gives the specific message for that. I test with another region and it won't work either.

The problem with that is you have to edit the regions in the first place to do that. it's almost impossible to find region borders

Perhaps try installing the worldeditcui mod
