Indeed, Seth. Happened to me all of the time w/ Admin Mode until we found an alternate way to return to normal.
I know yotta knows about it considering he brought it up in the Staff Chat some time ago. He even had an idea for a fix, not sure what got in the way.

It seems like a pretty easy fix to me, just make it so the chunks start loading on the server side some time during the 10 second warmup time. Then just make it so the chunk at the inn that is teleported to is always loaded (like the tekkit world anchor). That may not work, concidering the fact that I know almost nothing about the minecraft code, but it is my best suggestion.
