Is it allowed for a nation to go to another nation and raid it withought starting a war? Because this has happend and im confused

There's really no stopping it, so long as it makes sense IC.

A nation can do what ever it feels, generaly. A nation that intends hostilities against another nation wouldnt just go up to them and say "We are at war now.", but would have small raids, or try to steal things from the nation. Its really not too complicated.

The biggest difference is that now you can hide behind city walls (if you have Territories protection), meaning people can't break in as easily. Everything else is still the same with raids.

Lol its gonna be fun i was the one who had any strategies besides go and fight when i was part of the nation
