Factions? Governments? War? How the all relate.
This should help explain our new take towards RP.
Factions: A faction is the government you will live under, such as the queen of Britain controlled even small towns in Britain. It's a certain block radius that will determine the faction, factions will only be available to people who create a faction topic and have 10 votes on there poll towards "Yes"
Governments: If your town is built within a faction, you are under control by them. This depends on the type of government they are running. If the government is a free choice government you may do whatever you want? If this government is a cruel tyranic government they may charge outrageous taxes and come kill you if you do not follow the laws they put in place.
War: If your a small city who is about to face a demise from a enemy town. You may ask your faction for help. They will want to help because these opposing cities are trying to march on to that factions land to harass that factions citizens.
What this will do is add a more realistic feel to the RP environment.
ALTHOUGH THIS IS NOT FINAL IT CAN BE USED AT YOUR WILL.

Taxes! Good. I plan on using them for the better of the city, not to be a tyrant.

Faction = Nation really.
A nation is a huge size of land owned by the original city.
So that would be the faction you would fall under if you were to get there approval and build on there land.

Love it. Would not squelch smaller towns popping up. Would also give those towns a sense of security knowing that they can call on their parent city for protection.
May I also suggest something along the lines of the Stargate Mod be added. They could be built in a town when they join a faction and each faction would have their own network. They would not be used for normal travel, but only in times of great emergency. Also, they could only be used by specific citizens. Such as, people who are specifically designated as part of the nation/ factions standing army.
Each nation would have it's own stargate network and would not even be able to use those of other nations. That would stop abuse from setting a stargate to another nations network and just waltzing into their cities. As cool as that sounds, it would be pretty lame.
To make it so that every citizen can not be named a soldier (I don't mean militia. I mean career soldier), allow only something like a quarter of the nation's citizens to be tagged as soldiers. Or maybe require that the nation pays a tax to Kiwitown (or the server if there is no central admin city) for each soldier they have. So, in theory a nation could have all of it's citizens be soldiers, but it would be prohibitively expensive to do so.
Cash payed to the server could either just be gone (great money-sink that would keep the economy from getting too out of whack), or put into a huge lottery that could be run every month or two.
This Stargate suggestion is just so that it doesn't take forever for the army to respond to a plea from an outlying town. If we want to keep the realism, that's cool too. Maybe something like this could be a perk for the nation when the capital gets to a certain size.

Me and the other's will discuss this further but I'm positive that the stargate mod will be added, for people to use it though that would not happen.
It would probably be admin only. A very hard quest would need to be completed. This quest would give you a item that is not normally seen. You need to have a x ammount of this item (Extremely rare to find.) once you get these items you must speak to an elder god (ADMIN/MOD/DEV)

Prolly shouldn't put it here but are normal citizens allowed to the the /home command? I know I can set my spawn but I don't think I can teleport there. And fees are a good idea, maybe in times of war, they can be raised?
