Banks are finally working again

I finally got around to fixing the banks with a stable release of Citizens. Sorry for the long wait.

Bankers can now be found again in all capitals and Mavenholm.

Banks are only open during the day.

Don't expect that. There's going to be a limit on everyone's NPCs and only Sponsors will have them at that.

NPCs can only have the basic skin unless it's got the name of an actual Minecraft account.
No, NPCs are limited to one. We may give extra NPCs if you donate more but nothing set really.
