Ive gotten into ruenge before. You need to seal off your tree farm, and block off any tunnels that might lead to your city (such as mineshafts) do that and you should be safe.

I'm not surprised that it happened, and counter-measures are now in place for where we expand beyond our boarders. The issue is that the intruder got into a chest that one must break blocks to access. I had Android check out the "scene of the crime" and none of the devices to access the chest had been triggered, nor had any of the blocks around the chest been moved. He confirmed it was a non-citizen that accessed the chest, but neither of us could figure out how it was done.
