I haven't really looked into how to downgrade yet. I think there are some tools on the minecraft forums though.

Anyway, I will hopefully have time to update the server tomorrow so don't worry.

If you need to downgrade without doing anything of shady legality check out this tool:

You need to have python 2.7 to use it, you can download python here:
http://www.python.org/download/

When the server is upgraded you should download the new minecraft launcher from minecraft.net (it's a new version of minecraft.exe). Use the force-update option when you are ready to go back to 1.3_01.

Or if you want to be a lazy ass bitch you can also dowload this:

and then just replace the old bin folder with this one
