The rule itself was rather ridiculous, but does giratina's mere presence count as a raid now? I don't believe he actually killed anybody before he was attacked, so bowser was relatively out of the way of harm.
If bowser was truly aware of the restrictions, he would have simply asked about what he was doing there OOC, instead of trying to provoke him further.
It's an awkward situation based around an awkward rule - I know for a fact we can come up with a better solution than this.

The same characters who raided back? I understand there is a place for RP background as support for an argument, but there are prime examples in the last few weeks that utterly undermine that argument.
