I read this, and I believe I have found your answer:

You guys are turning Kiwike into your own little PvP fest. I have never seen any character interactions, lore or something similar coming from you, NLewis or Pwol, and I doubt there has been much. I don't really see what you're planning to do with your characters at all.

...so you perhaps would turn to other, more peaceful activities that don't upset other players. It seems like that reasoning didn't really work though.

I hate to say it, but I'm somewhat biased against you too, Giratina. Well, it's not really your fault you stabbed me to death with a diamond sword my first day here on this wonderful server.

Anywho, I suppose the problem is that barbaric parties seem to become too powerful and turn into playground bullies. Towns simply aren't given enough time in between these "attacks." I noticed that some players assert that helpless citizens will go out a few minutes later into their "secret special chest" to get their better items. Although it may be true that some state their character is "out for riches," I'm not sure that applies to PVP farming players

Perhaps it's because Minecraft is somewhat PVP oriented with the swords and potions. I am unsure.

If bowser was truly aware of the restrictions, he would have simply asked about what he was doing there OOC, instead of trying to provoke him further.

If Bowser doesn't like being raided a few times a day then he should strive to make peace, or fight back.

If Giratina were requesting permission to attack, well then already heading off in that location without approval would be initiating the attack. You cannot expect to run up to city gates and then ask the mods for permission to attack the city when you've technically already begun to do so. So that, in my opinion, has broken the rule.

If Giratina is already incoming, then it implies that he had the approval. RP wise, the people in the city (bowser) aren't just going to stand there and question him. We all know those barbarians are brutal (No offense intended, RP reference). Whether you have permission or not, archers are going to shoot down on you and men will pour oil on any invading force. As Pwol mentioned, Bowser is "fighting back," which is clearly what he did.

It makes much better sense to leave your base and set off after being given permission. Otherwise, you're saying to any sentinel that you're attacking, which do don't even have permission yet to do.
