I think option 2 is the best.
Why?
Because Kiwike is suppost to be unique, it is, but this could fix our current issue, and raise its uniqueness.
How many servers have you been on that have a giant wall dividing it? Not only does it add a lot of cool RP (for both sides), it would make an environment were either side could still coexist. Meaning, say someone who one day decided they were sick of living in the savage forest on one side of the wall, they could then go to the top and live there, without hate from the civilized side.
The savage side could also have a higher percentage of ore. Making a real reason it is unstable and savage down there, everyone is fighting to gain the most resources. There could also be a spire/dungeon/fortress in the very middle of this area, it could be designed so that anybody could go inside and claim it, and then use it for what ever reason they wish. (perphaps a flag system could be devised, one faction could tell an admin their color is red, and then in the walls near the front gate of said dungeon/castle/fort, there could be a way, with pistons, to open of slits with said color on it. A faction could go into it, capture it, and flip a switch that says they own it, or shows their color). This would add a more RP reason for the savageness in said area as well. This castle could have the background of being some ancient dwarf castle that was overrun and changed by say humans, they were overrun and the castle was changed slightly by say a groupe of rouge elves, ext. Now its just a secure and strategic outpost that anyone can try to claim. Inside and around it could be pre-made (mideval) looking mines that would be efficient to mine in (lit up well and lots of large hallways to branch off of).
The civilized side could have a large city at the front gate, then two medium-large cities on two other gates along the wall. The civilized side could also close or open these gates. Maybe some maze system, or system of traps on the savage side, at the end being either a passageway to the top (that couldnt be blocked by someone on that side) or a switch to open the gate. This passageway would be very deadly, with lava (so even diamond armor wont help you if you fall into it, it'd be a big gamble to make, and would be very, very difficult).
The civilized side could also have a few other large builds people could do early on (to create more lore for the map) or other things that people could write lore for and get permission to build with creative mode, as to create more quests, and to create an overall better RP environment (like yotta said, someone who gets this wouldn't have the ability to drop items in creative mode, place chests, ore blocks, or anything of that sort, if it was absolutely necessary they could ask a new type of mod, an "RMod" (roleplay moderator) who could give them like two diamond blocks, if it was absolutely necessary for their design.
This would create a more unified kiwike (more so than having two completely separate maps) and would be very, very unique to other RP servers.
RP would be required on either side, just on the savage side there would be more PvP, and civilized would have no PvP except for text fighting.
