Why not just make em' jump 3 steps instead of just 1? Since it wouldn't need any extra calculations and the boosters doesn't even work anyways.

Also with a minimal design ship with a few chests you should go faster then a block every 3 seconds. Maybe a block a second. try it. All it should really be is about 20 pieces of wool signs and redstone.
