The town of Phalinx would like to say they act alone from the nation. The town itself is loyal to the Tullius flag, and is neutral in all cases not directly involving the town.

This basically means that being in this nation is pointless. But, I won't kick you. It just means that anything that happens to your town, does not involve the nation. Any attacks, etc.
