I still don't think the economy is quite understood on this server.
With this nerf, not just one person will get to keep villagers, everyone will. If the amount of Emeralds goes up, so should the price.
Also, there is a limit on the amount of chunks that can be claimed due to the people in the town, so mass-world claiming is not possible.

That's called inflation. It leads to the devaluing of currency, comparable bankruptcy, and a failed economy. You honestly cannot think making the choice currency of the plugin system lower in value is a good thing.
This happened near the end of 2.0 (instead by the infinite wealth from xrayers)and devastated trade - everybody had a ton of gold and new players couldn't even mine enough to compete with the dirt-low prices everywhere
With the lack of significant draining on the economy in 2.0, hoarding was rampant.
Considering how this server has even less of a drain (we don't have taxes and we have daily voting instead) the inflation will rise so much faster in comparison. New players cannot compete in markets at all and we'll probably end up switching to another material of value for bartering - most likely diamonds, as in 2.0 (I've already seen that happening).
I'd almost recommend taxing towns for the benefit of having villager protected - however, that would be pointless considering how you could never regulate a balance between the amount of emeralds gained and lost leaving the system vulnerable to the same inflation (if slightly less) or a blatant loss in profit for no gain whatsoever.
Even with the nerf, which wasn't very dramatic as far as I can tell, you can still use these villagers for substantial constant profit.
Remember inflated inter-war Germany? Not the best Germany.

Seriously, worst inflation ever - the WW1 victors even tried to boost the economy so the money they were being payed wouldn't be worthless.
