You know, if it wasn't for the fact that the admins probably couldn't keep up with the additional work, I would recommend requiring people to obtain permission from a mod that is not biased towards the raider or target. The permission would have to involve describing why, for what purpose, and what they would be raiding, with in-character roleplay reasons and answers for all of them.

or ya know, we could actually let the players be responsible for their own RP..

Crash, I totally agree... except for the fact that player's don't act responsibly when buthurt. I'm a prime example - if you can't remember my ragequit from a while back. Hell, I TnT'd Nova's outpost.
