I'd have concerns that this (removing messages via /msg) would only further impede those who are willing to follow the rules, while having little to no impact on those who are using out-of-game resources for communication, as is beneficial in most any game with a PvP option. At some point there has to be some level of trust in the players. Rules and restrictions will not stop people from doing certain things, and can (and have, and will) in fact be abused by those who claim to be following them, such as what I expect the above suggestion would actually be, in practice.
It is when that trust is broken, repeatedly, despite warnings, that there is a problem. Adding more rules adds a burden to those trying to follow the spirit of the site, while having little impact on those who disregard the rules already in place.
For those people, it's simple to me. Ask them to follow the rules, in spirit. That is the important part, the letter is largely irrelevant. If they cannot or will not, they will become detrimental to play on the server, and when that spirit is ignored repeatedly, flagrantly, by the same people, then it's simply a matter of removing those who refuse to play by the rules as set forth on this site. There will be wailing, complaining, and then they will go away, and those who want to "play nice" (not to be confused with no PvP, mind you) can have the experience they expected here.

Well, recently, I have contacted the administration with a list of suggestions from my point of view regarding the general mood of the server, and how rules should be addressed. Here's the response I received (With personal editing; I don't want to exactly give out what the administration may or may not be doing - just know that they are doing something, they are doing it soon, and they are doing it with further RP-oriented decisions in mind):

Clearly, we don't plan on copying their rules, nor have we even decided to take from it whatsoever, but thank you nonetheless for the reference.

A large amount of the server disaproves of the excessive raiding and I also take that stand. I mean after you knew that people like bowser had little to nothing, you still would go hourly to "take resources: in which they clearly didnt have.
