Good/bad things about the server
The way the server I'd say, on a 1 - 10 scale, is around 4 to 5. The reason is because there are all these towns and people trying to form nations everywhere, so the server's somewhat small population is being spread out far and wide. I've been on the server for 3 full days, and I have only seen TheGreatNut who meta-gamed and told me his town coords and to come through messaging.
In three days, I could not find ANYONE ingame. It is said "Wait at the inn at spawn for someone", but I waited there for 2 - 4 hours and no one came when there were 4+ people on. I think the way to find out nations is extremely bad and will cause many new people to just leave out of boredom because they can't ask if they can join. Maybe roads to each nation? Also, when I rped with the only person I found, his RP was, tbh, HORRIBLE.
What this server needs:
Better ways to find nations to not only rp, but to have fun!
More people, less nations & Towns. Like 2 or 3 nations max for now....
The way this server is currently set up, I think, would cause 50 - 80% of new people to just leave out of boredom or not knowing what to do, thus calling the server bad. Yes, there was a nomad war recently that sparked the server's population to something like 40+ I heard. However, now that that is over, your now down to like 12 people max a day nearly.....
Please...Do something...Don't make this server end up boring and falling apart each day....

Would you like to suggest some ways for us to go about changing these things? They are completely out of the staff's control, as far as I see it. As soon as Age II starts, this will be resolved.

Speaking of nations, how many do we have right now that are almost ready to go?
The Vermilion Dominion is gone, Solitude's nation is pretty much good(no formal name as of now, I dont know though), And I don't know of anyone else right now.

I'm just thinking this server needs roads or something and less people trying to make nations until this server grows to 25 - 30 people active daily. Also, a nation section on the forums so that way these nations can post notices on their boards. Like "a man walks over and pins a piece of paper to the notice board saying "blablalbal"" It can also include other things like trade, agreements, rebels, talks, ect... in rp.

We had that during the previous map, but due to nations not formally existing until Age II l, they wont be here until then
And, we have a fair user retention rate, better than your numbers. Due to the threat of raiders, many are unwilling to make towns near the spawn. This will change in Age II also.
And, many members are still in school, and many players are around on weekends

I very much agree that we have too many towns and nations to form a decent area for people to interact in. But it's simply the mindset of so many people. They would much rather have their own new things or join something with IRL friends than make an actual large city with more than 5 people actively on in the server.
Sadly I think the only way to make things more likely is if making a town required gold to do or make it that much more difficult to go and establish your nation for you and two friends.
Also, I am still a bit confused on what the ages mean now seeing as nations exist even though they shouldn't and that is the purpose of the Age System, or so I thought.

A lot of players tend to play on Kiwike only because their friends are doing so; thus leading to either broken or little-to-no roleplaying.
There's also the space issue. In medieval times, cities didn't have homes with exactly 15x15 or 16x16 or 20x20 plots that people simply built up from the ground. Houses should be bunched up more closely, in my opinion. The problem is that, as you have said, people are more interested in maxing-out their build plot space with random architecture than they are simply roleplaying with prefabricated homes (not necessarily all the same model or build, but as in following a pattern, design, or style of a city) made by an architect that the town leader approves of.
