1. The attacking of anyone unless you have been explicitly attacked. "They brandished a sword at me" is not an acceptable excuse.
2. The wearing of armor/holding of weapons in anyone else's town. "We forgot to take it off" is not an acceptable excuse.
3. The stealing of anyone's valuables. "It was unlocked" is not an acceptable excuse.

The only thing that concerns me about this is the number of people in Solitude.

If one member of Solitude raids someone through their own choices, will Lewis and Pwol be punished?
Are the other citizens restricted too? Or just Lewis and Pwol?
