Update to 1.6.4

Hey everyone

The server is finally running 1.6.4. I think the world is prepared to be future safe when 1.7 is released.

You might have noticed a lack of players in the past six weeks or so. People seem to get bored really easily. So here's an open question: should we add a chest locking plugin to the server? With the extreme lack of players, I personally feel like you should be able to protect your items since there is no one around to protect them otherwise. Let me know what you think.
